EPHC is an inclusive community that welcomes participants and staff of all beliefs. El Programa Hispano Católico (EPHC) is seeking a Full-Time Family Housing Navigator. The Family Housing Navigator works with families in the community who are experiencing homelessness or housing instability. The job involves conducting intake screening and assessments of participants and navigating participants through the process of referral to available housing resources. In addition, this role will be responsible for helping program participants access related social services. The work will require occasional travel to apartments, cars, parks, bridge viaducts, forested areas, and other locations where people reside. This position serves on a team composed of EPHC and partner organization staff including Human Solutions, Native American Rehabilitation Association of the Northwest and Self Enhancement, Inc. About EPHC: El Programa Hispano's humble roots began in 1982 when a small group of outreach workers from Catholic Family Services, now Catholic Charities of Oregon, (CCO) conducted outreach to Latino migrant farmworkers in East County. In 2015 with the support of CCO, EPHC became an independent 501c3 organization. Today, EPHC serves more than 20,000 individuals annually in the areas of Economic Sustainability, Education, Community Wellness and Domestic Violence and Sexual Assault prevention, intervention, and advocacy. Opportunities to serve your community and make a positive impact. Qualifications & Requirements: Strong communication skills, both verbally and in writing, in Spanish and English. Bachelor's degree or equivalent experience preferred. Experience and knowledge working with a broad range of issues affecting homeless Latinx/ Hispanic and other BIPOC communities (Black, Indigenous, or People of Color). Intermediate proficiency in all programs of Microsoft Office; experience with data entry. Demonstrate judgment and discretion in dealing with confidential matters. Must be able to organize and prioritize work, be proactive, take the initiative, follow through, and simultaneously manage multiple priorities to ensure goals are met in a timely manner. Willingness to learn new skills and take on new responsibilities. Strong analytical and strategic problem-solving skills. Ability to work well in a team setting, and independently; be flexible and adapt well to different dynamics in a fast-paced work environment. Ability to support organizational and program-specific mission and goals. Ability to lift 40 pounds. Access to a reliable motor vehicle. Must have a driver's license and the ability to obtain automobile insurance at levels required by the agency (100/300/100). Satisfactory results from civil, criminal, and motor vehicle background check are required. Essential Duties: Program Assessments and Outreach Provide community response and outreach to families experiencing homelessness. Administer the VI-SPDAT using a trauma-informed framework that recognizes the impact of trauma on family stability. Enter all necessary data into a Homeless Management Information System, ensuring accurate information. Coordinated access queue & shelter waitlist management. Referrals and Navigation Support households by providing referrals to other systems and programs (i.e., adults, youth, survivors of Domestic Violence, Veteran, etc.) and other appropriate services (mainstream benefits specialist, education, employment assistance, job training, food, legal, life skills training, outpatient health, mental health, substance abuse treatment, transportation, etc.). Work closely with households prioritized on queue and shelter waitlist to verify disabilities and length of time in homelessness, obtain other necessary documentation, and mitigate potential housing barriers to facilitate a rapid transition into housing upon referral. Upon referral, facilitate a smooth transition between the household and housing providers. Provide client assistance to support the rapid transition of people prioritized through coordinated access to available housing resources. Monitor housing navigation tracking spreadsheets. On-call coverage as needed during extreme weather conditions. Coordination and Collaboration Participate in frequent and regular partner agency meetings to coordinate family referrals for housing placements. Work closely with identified staff from the JOHS to support the management of the HFSOC housing list and support process improvement related to Coordinated Access. Research and problem-solving with collaborative partners. Adhere to El Programa Hispano Católico policies and procedures. Perform other duties as assigned. COMPENSATION: Hourly rate of $21-23 per hour (DOE). Location & Typical Working Conditions: The majority of work performed by this position can be accomplished in a hybrid/remote work environment, though frequent in-person meetings will be required. There are times that work requires in person, onsite activities. On-site work is located at EPHC's offices in Gresham, OR. Job duties may require occasional travel, and evening and weekend work depending on project deadlines.
